From the Feb 5 post, the required paperwork was finally submitted to the Ukrainian authorities that set the wheels in motion to categorize our Yuliya as being adoptable. We just found out that the orphanage keeps that paperwork for a couple of months before sending it to national center (SDA). This allows the parents to come back and change their mind. The problem is that the 1-year clock does not start ticking until the SDA has the paperwork! This pushes out the time until we have our daughter(s) even further. We're in a down hill of this emotional roller coaster.
